2023 NESS International Science Congress and Workshop on An Eco-Security System

On the 10th Anniversary of Chinese President Xi Jinping proposing the concept of “A Community with a Shared Future for Mankind (CSFM)” to the international community, the 2023 NESS International Science Congress and Workshop on an Eco-Security System for All People was held in Haikou from October 27 to 31, 2023. The congress and its sub-forums were conducted through a combination of “offline + online + email communication”. Experts, scholars, and organizational representatives from 129 countries actively participated and engaged in discussions on the theme of “Jointly Building an Ecosystem System for All People”.


The Congress was sponsored by Hainan University, NESS International Science Network, Hainan Normal University, Haikou Forestry Bureau, and Hainan Institute of National Parks. The technical team of Tencent’s VooV Meeting provided comprehensive technical support on-site throughout the entire congress.


Building on the Haikou Initiative launched in 2022 during the inaugural NESS Congress, the 2023 Congress aims to further advance the research and development of the “National Eco-Security System (NESS)” in all countries and provide more effective support and services for international collaborative efforts to build a “Community with a Shared Future for Mankind”.

The 2023 NESS Congress included opening ceremonies, the main congress, and five international sub-forums, with participation from 129 countries. Among the participants, 39 countries, such as Kazakhstan, the UK, Kenya, South Sudan, India, Laos, the Philippines, Uganda, Chile and Malaysia, attended the event in person, 44 countries participated online, and 46 countries engaged in communication via email. NESS International Contact Persons were identified for 26 of these countries.

At the congress, Chinese institutions and experts included Diangong Gao, Vice President of Hainan University; Xinquan Zhao, Director of the State Key Laboratory at Sanjiangyuan Ecology and Plateau Agriculture and Husbandry, Qinghai University; Jun Qian, Director of Haikou Forestry Bureau; Dexin Tian, Founder and Chief Scientist of NESS International Science Network; Xie Yan, Steering Committee Member of the Species Survival Commission at the International Union for Conservation of Nature (SSC/IUCN); Ling Zhu, Director of the International Department at Hainan Association of Science and Technology; Yanfei Tang, Executive Director of Hainan Institute of National Park; Xiaojiang Hong, Section Chief at Hainan Tropical Rain Forest National Park; Lianxiang Xu, Director of Changbaishan National Nature Reserve Administration; Zhongmin Hu, Institute of Ecology and Environment at Hainan University; Jichao Wang, Director of the School of Life Sciences at Hainan Normal University; Ke Zhou, Professor at Renmin University of China; Xia Zhang, Director of the Law School at Hainan Normal University; Zhenji Li, Professor at Xiamen University. The Executive Secretary General of the Congress is Professor Mingxun Ren, Vice Director of the School of Ecology and Environment at Hainan University.


2023 NESS International Science Congress onsite


During the Congress, there were five sub-forums, covering topics related to law science, species conservation, protected areas, nature education, and young international students. More than 90 academic reports were presented, featuring in-depth discussions on how to promote and implement the research and development of NESS in various countries. Both online and offline experts in attendance engaged in comprehensive discussions and communication, sharing their experiences and best practices. TheOne Target” of collectively establishing “An Eco-Security System for All People” received broader international recognition and garnered consensus among experts from around the world, laying a solid foundation for future international scientific communication activities in this field.

During the Congress, the five international sub-forums in different disciplines issued the international initiative of “One Target· An Eco-Security System for All People” to experts, scholars, and institutions in the same research fields around the world. They will continue to initiate and promote international communication and cooperation within their respective fields in all countries globally, working together to build “An Eco-Security System for All People.”


Hainan University was awarded the Outstanding Contribution Award of the 2023 NESS International Science Congress and all organizations participating in organizing 2023 NESS Congress were awarded
