In the face of severe global ecological crises such as biodiversity loss, climate change and the Earth beyond six of nine planetary boundaries, there are no clear scientific answers or optimism about these questions. For us to be in a better position to answer these questions, it is crucial to encourage and promote each country in the world to actively build its National Eco-Security System (NESS) and further promote the joint building " An Eco-Security System for All People"   (ESSAP).This should be the important mission and goal of the scientific community in all countries and the international scientific community. In 2022, 202 experts from 156 institutions in 26 countries, who attended the First NESS International Science Congress and Workshop on An Eco-Security System for All People, jointly launched the "One Target · An Eco-Security System for All People (Haikou Initiative) " to the global scientific community. It calls on scientists in all countries to promote scientific research and cooperative actions on the Eco-Security bottom-line necessary for the long-term survival of people in their own countries; and calls on the international scientific community to promote scientific research cooperation and joint actions to reaching the Eco-Security goal needed for the survival of all mankind! This initiative has received support from experts and scholars from 125 countries, with the number continuously increasing.

ESSAP is a fundamental support system necessary to serve and support the long-term survival and development of people in all countries. It is a key support system for "A Community with a Shared Future for Mankind (CSFM)." Every year, NESS International Science Network will organize the “NESS International Science Congress and Workshop on Jointly Building An Eco-Security System for All People”, hold sub-forums on specific disciplines and compile collection of articles in order to continuously propose and promote the building of NESS in all countries around the world (a total of 197 countries) to serve and secure the long-term survival and development needs of people in their own countries, and jointly build ESSAP at global scale; and establish broad consensus and international scientific research cooperation across all disciplines and industries.

On the 10th Anniversary of Chinese President Xi Jinping proposing the concept of “A Community with a Shared Future for Mankind (CSFM)” to the international community, the 2023 NESS International Science Congress and Workshop on an Eco-Security System for All People was held in Haikou from October 27 to 31, 2023. Building on the Haikou Initiative launched in 2022 during the inaugural NESS Congress, the 2023 Congress aims to further advance the research and development of the “National Eco-Security System (NESS)” in all countries and provide more effective support and services for international collaborative efforts to build a “Community with a Shared Future for Mankind”. The 2023 NESS Congress included opening ceremonies, the main congress, and five international sub-forums, with participation from 129 countries. Among the participants, 39 countries attended the event in person, 44 countries participated online, and 46 countries engaged in communication via email.
