In the face of severe global ecological crises such as biodiversity loss, climate change and the Earth beyond six of nine planetary boundaries, there are no clear scientific answers or optimism about these questions(Global crisis reports).
For us to be in a better position to answer these questions, it is crucial to encourage and promote each country in the world to actively build its National Eco-Security System (NESS) and further promote the joint building " An Eco-Security System for All People" (ESSAP). This should be the important mission and goal of the scientific community in all countries and the international scientific community. In 2022, 202 experts from 156 institutions in 26 countries, who attended the First NESS International Science Congress and Workshop on An Eco-Security System for All People, jointly launched the "One Target · An Eco-Security System for All People (Haikou Initiative) " to the global scientific community. It calls on scientists in all countries to promote scientific research and cooperative actions on the Eco-Security bottom-line necessary for the long-term survival of people in their own countries; and calls on the international scientific community to promote scientific research cooperation and joint actions to reaching the Eco-Security goal needed for the survival of all mankind! This initiative has received support from experts and scholars from 1107 organizations (including highereducation institutions, research institutes and other organizations), with the number continuously increasing.

ESSAP is a fundamental support system necessary to serve and support the long-term survival and development of people in all countries. It is a key support system for “A Community with a Shared Future for Mankind (CSFM).” The NESS International Science Network is to encourage and support scientists from universities, research institutes and various disciplines in every country to engage in interdisciplinary research and cooperation on the minimal Eco-Security conditions essential for the long-term survival of people in their respective countries. This involves establishing an academic community dedicated to supporting this goal and developing and maintaining National Eco-Security Systems (NESS) within each country. Through collaborative efforts based on individual country research, the network aims to foster international cooperation to ensure ecological conditions conducive to human survival and collectively construct the ESSAP on a global scale.
The inaugural NESS International Scientific Congress was held in Haikou in November 2022, and experts and scholars from 26 countries jointly launched the Haikou Initiative. The second Congress, convened in Haikou in October 2023, engaging in experts and students from 39 countries onsite. The third Congress took place in Shennongjia, Hubei, in May 2024, participated 71 countries onsite. Presently, the initiative has garnered support of experts and scholars in 1,107 organizations including universities, research institutions, and other organizations from 154 countries.

Global Development Report on an Eco-Security System for All People, referred as the NESS Global Report, is an annual publication that highlights the global progress and research achievements of the National Eco-Security System (NESS) in every country worldwide. This report continuously documents research advancements centered around the theme "One Target: An Eco-Security System for All People" across different countries, continents, and globally. It showcases organizations and individuals who have made notable contributions to research and initiatives concerning the Eco-Security conditions vital for the long-term survival of humanity throughout history.
The NESS Index for each country will accompany the publication of the NESS Global Report. This index measures the level of endorsement among scientists in a particular country for securing the essential ecological conditions necessary for the long-term survival of their own children, all children, and the population as a whole in the country. It is calculated based on the number of research organizations that have made the promise and the percentage of these organizations out of the total number of research institutions in the country. The NESS Index indicates the academic community's level of dedication to ensuring Eco-Security for the country's population. This index provides insights into the overall mindset and commitment of the academic community in tackling eco-security challenges, shaping the country's reputation.
The NESS Global Report (Vol. 1), titled "A Promise: An Eco-Security System for Our Kids," is set to be released by the earlier of 2025. This publication represents a solemn promise by all organizations lighted up and scientists included in this volume to their own children, that they will pay close attention to the Eco-Security conditions necessary for the long-term survival of the people in their respective countries (and humanity as a whole). This milestone signifies the initial step towards a global scientific consensus on "One Target: An Eco-Security System for All People." These pledges from the entire academic community lay the groundwork for substantial research collaboration across all disciplines, which is why the NESS Index is also known as the NESS Promise Index.
