Interpretation of the key terms used in the Haikou Initiative


Eco-Security refers to the most basic material ecological support conditions necessary for the survival of individuals and populations of human.


Eco-Security System refers to the natural ecosystem and social support coordination system that can guarantee the "Eco-Security" necessary for human survival.


National Eco-Security System (NESS) refers to a non-traditional (future) social security system at the "national level" and can provide “Eco-Security" for the long-term survival of its own people. It includes two major aspects: physical natural ecological production system (Ecological System components, quantity, quality, composition relationship, spatial proportion, etc.), and social supply coordination system (Security System), which is the national management system and social cooperation mechanism established to maintain this key natural ecosystem, such as policy, legislation, economy, finance, multiple social participation and coordination mechanism, and so on.


An Eco-Security System for All People (ESSAP) refers to a fundamental support system necessary to serve and support the long-term survival and development of people in all countries. It is a key support system for “A Community with a Shared Future for Mankind (CSFM).”
